As in <a href="show_bug.cgi?id=69697#c6">Comment 6</a> and <a href="show_bug.cgi?id=69697#c8">Comment 8</a>, this is specific to attached document.
Moreover, it works on second apply, with colors seen for headings in Styles
sidebar. 
Not sure if just Minor or WontFix for a single example not reproducible from
scratch.

Note: To color all here, as in desired result, one can also use
Format-Paragraph-Area-Color.</pre>
