No it is not. Reviewing the minidump crash reports [1] the details tabs show it is Windows 7, 8.1 and 10 including the latest 10.0.19043 build, while the meta tabs show it to affect both AMD & Intel CPU with a mix of AMD-Intel-nVidia GPUs--so unlikely anything to do with Windows desktop environment settings. Still the volume of incedents is relatively low, not clear what mechanisim is causing this. It could be a LibreOffice locale (e.g. spellcheck/grammar check), or externally a Windows helper/framework, or even an AV instance.
