UI: Make all borders being selected if a part of the table is selected

Steps to Reproduce:
1. Open <span class=""><a href="https://bugs.documentfoundation.org/attachment.cgi?id=173439" name="attach_173439" title="Example file">attachment 173439</a> <a href="https://bugs.documentfoundation.org/attachment.cgi?id=173439&action=edit" title="Example file">[details]</a></span>
2. Select the orange area
3. Menu Table -> Properties -> Borders tab
4. Observe that certain borders are unchecked (top & right)
5. Select present: select all Borders and inner lines
6. Press OK
7. Assuming selecting still present: Table -> Properties -> Borders tab
8. Notice that now all borders are selected

Actual Results:
Certain borders are deselected by default

Expected Results:
Well I would love that "select all Borders and inner lines' is hit on dialog
opening by design to solve the unselected borders weirdness
