<pre>Using Collabora Office into Nextcloud via Firefox (the same with Chromium).
I am unable to scroll using mouse wheel with fixed cells.
Steps to reproduce:
1. start a new calc document on a desktop computer
2. select a cell in the center of the screen
3. display -> fixes cells and columns
4. the screen is now split into 4 quarters
5. click in the bottom-right quarter
6. scroll down using the mouse wheel.
Expected behavior : the quarter should scroll down.
Current behavior: nothing happens.
Moreover, if I move down using keys, I am able to scroll up but again down
scrolling is not possible.
I reproduced it on different collabora instances.
I reproduced it with firefox or chromium.
No evidence of any relevant error in browser's js logs.
