One of the aims of the new Area dialog was similar use in all modules. So yes,
i think it can go to global.

To make it available for all users, changes have to done in share/palette in
the installation folder. You can add single colors to one of the *.soc files or
you create a new own file e.g. corporate.soc. The files are editable with a
simple editor. It is usual XML. And the structure can be seen in the existing
files. When the user then starts LibreOffice, the new palette is listed in the
drop-down list in the pages, where you can select a color.</pre>
