<pre>Description:
Images and other drawings placed in the background are rendered above the
background color of text and tables. This result is unreadable text and general
weird look of tables. I would rather expect the background images to be
rendered at the bottom layer of the document.
Steps to Reproduce:
1. Insert image and set it to the background
2. Write some text above it and add some background color to the text
3. Same for tables
Actual Results:
Background images is above the background color of text/tables
Expected Results:
Background images should be rendered below the background color of text/tables.
At least tables should be rendered above.
Reproducible: Always
