    API CHANGE: remove node FontSubstitutions from org.openoffice/VCL
    
    Instead parse smaller xml file, not necessarily on startup, to read the data.

    install and parse fontsubstitutions.xml config data
    
    Meant to replace FontSubstitutions in
    officecfg/registry/data/org/openoffice/VCL.xcu
    Install it together with labels.xml to $BRAND_BASE_DIR/share/config.
