    loolwsd: guarantee DocBrokersMutex locked when alerting
    
    We now guarantee that forkChildren will be invoked
    under DocBrokersMutex lock.
    
    This eliminates the case when alertAllUsersInternal
    is invoked when this mutex isn't locked.
