Seems to be some random selection with a little preference ;-)

I have Bugzilla Admin permissions for LibO, there is no way for any 
influence.

Currently the only way (I know) is to follow steps on 
<http://wiki.documentfoundation.org/BugReport#Reporting_a_bug_in_4_Steps> and 
to use the links on 
<http://wiki.documentfoundation.org/BugReport_Details> for reporting 
(I'm just trying to make that page more prominent). Those report links 
transfer some information to Bugzilla including the preselect "No 
Version", so that the reporter will have to select a Version.
