[Libreoffice-qa] Bug triage workflow

I will hopefully get a chance tonight to play around with the wiki a bit.
I'll get the odg document up and put it under commons license :)

P.S. I think separating the triaging page from priotizing (severity) page
isn't the best idea, any opinions from other people? Seems like all
triaging should be on the same page, including devs we may want to CC for a
particular bug.
