Hummm. Let's see... because between 74 and 87% of PC users worlwide use
Windows?

And because TDF wants those users to become LibreOffice user? Or at least
ODF users...

FYI it is not TDF's mission to convert every MS user into a Linux user... 

Therefore the more people reporting bugs and providing feedback on the
Windows platform , the higher the chance that LibreOffice becomes an
alternative to MS Office, not because it is free but because it is a valid
alternative ;)
