It's more up to the QA project to decide here.

If it has been set on Freedesktop there might be a reason. If the reason
is no more valuable, the discussion should appear between the QA members
about it.

I think you misunderstood Florian answer who cares a lot of about
project infra. See it as 'I respect the choice made by the QA project,
but I've no power on the Freedsktop things'. If the QA project chose to
move the list on the TDF server, he will manage it the same way he takes
care of other lists.
