[Libreoffice-qa] What should we do with a bug with a longer summary, but without any description?

Hello @ll,
I found bug #76017 
(https://bugs.freedesktop.org/show_bug.cgi?id=76017), which only has 
a summary (Two finger touch pad scrolling in the horizontal axis is 
in the wrong direction) but no text for any instruction, which HW 
was used or anything else ... :( How do others handle this kind of 
bug?
