Folks,

I've spun up two new meta issues to help wrangle issues affecting our
handling of SVG.  Two because we have two filter mechanisms for handling
SVG. 

Bug 88277 - Meta: SVG fileOpen filter (Draw)

Bug 88278 - Meta: insert SVG image filter (all modules)

The first is for the filter when we open an SVG image in the Draw module. 
That filter process is rather outdated and has a number of unresolved
issues.

The later is for the filter when we insert an SVG image into any of the
modules.  That filter is the more complete but also has some annoying
quirks.

I've populated them with some of the more obvious SVG issues, but please
feel free to expand  them, comment, or even consolidate dupes.
