Research on missing patches on LibreOffice core master

I made some further iteration on the patches and could carve out that
there are fewer patches which were not committed upstream too.

But during my research I stumbled over a feature which I wonder about
it's purpose in a Free Software product like LibreOffice. I found in the
master of LibreOffice core a feature named 'setBlockedCommandList'.

I'm curious about the purpose of this feature.
