[Libreoffice-release] [ANNOUNCE] creation of a packager low volume mailing list

This mailing is is intended to be very low volume.

It is meant to be a channel to informs packager of event that may
require their attention, like upcoming releases and change in the
product that are likely to impact the packaging process (new/modified
dependencies, significant change in the build process, change in the
distribution channel, urls etc..)
