On the other hand, a separate bar for tabs would make working with sheets
and layers much more comfortable for those who use a number of
them. Though, ideally, we should use a sidebar instead (like most vector
drawing programs + Apple's Numbers).

However, I think just setting a minimum size would be best.

Floating tabs don't really make much sense, as the connection between the
tab and the sheet/layer is lost, and floating objects are generally not a
good idea, as they cover up material.

The navigation buttons could be moved to the status bar, though.

This is not an elementary problem. The size they chose for their scrollbars
makes perfect sense for a scrollbar.
LibreOffice ignores standards and incorporates other elements into its
scrollbar, so it's our duty to fix this problem.
