You're right but, as you say, that is not enough in most cases. The
interface is more problematic since the recent change in the functioning of
the current cell when selecting a range.

Before, the last selected cell becomes the current cell (click A1 and then
select A1: B10, B10 was the current cell).

Now, the first cell selected is the current cell (click  A1 then select A1:
B10, A1 is the current cell).

So the current cell is not visible when you select a large range.

The Navigator displays the current cell, but the dialog is modal, so the
navigator must be displayed before opening the conditional formatting
dialog.

To avoid overloading the interface current cell could be displayed in the
Labelled Area Expander.
