[Libreoffice-ux-advise] Calc: Setting borders in the selection

I reported this as a bug, but they said I should bring it up here instead.

There are two different ways to set border attributes that (to me, and perhaps to the average user) seem like they should do the same thing. One way behaves like I expect, but the other way behaves in a way that I find very puzzling.
