The ruler objects for horizontal and vertical are distinct so can be
individually controlled. But not sure if the hooks needed to show or not show
one or the other exist to tie to a context menu action.  

If so, should be an easy, and worthwhile adjustment. If they can't be
shown/hidden independently, it would be more involved.  But worth a look in
either case.
