I am strongly against this removal. Why do you want we impose the user only one
way to access a function? Redundancy is a good thing there, some users could
easier find the function in a toolbar, others in a menu and the last in the
contextual menu. 
I removed formatting toolbar from my personal LO configuration, how should I
access to these formatting function if you remove it from contextual menu?

Formatting has been added in the contextual menu because that has been
requested. It was several years ago in the OOo time.

Other point: what about accessibility? In other words how does it works without
mouse?

Changing importance to enhancement because it is not a bug. I propose to close
it as WontFix.
