Seems like its implement from the link but havent come across a single instance
for when it shows.

578 - says to click a button, but the image that should show which button is
missing
1228 - says to click the 'edit file' button
3998 - suggests the user should click the save and not open button in their
browser

>From these examples, even when the 'edit file' button is there, people still
dont know to press it, thats why a infobar is still a great idea.
