There are two types of comments in libreoffice. One is the standard comment,
which had the icon on it, which has been moved to the standard toolbar at the
top, and the second is a tracked change comment, which allows you to add a
comment to a tracked change. MS Word only has the standard comment option.

Yes the link was the first round of making the icons, and now the new set has
[✔] and [✖] instead of the +/- <
