@Jay, we've added an "Edit Templates" button to launch the Template Manager
dialog. But something more is needed from the StartCenter GUI, even if not a
context menu. 

Any solution other than use of the residual tab bar of the current Template
Manager dialog--which is horribly non-functional and a mess for keyboard
navigation.
