toolbar hidden buttons context menu

When you have a floating menu, you have a close button and a down button next
to it that shows a list of hidden items and these items use large icons. So
similar to using small icons in the toolbar's context menu (bug 91953), we
should also use small icons in this menu either or not a user uses a large icon
theme.
