OK, I see it.

Hmm, no recent changes in the Paragraph properties code...

But, with a table selected, if you toggle away from the Properties content
panel to Styles and Formatting and then back to Properties--the buttons do
appear on the content panel.

So, something in detecting the state of table object selected not refreshing
the Paragraph content panel on the Properties tab?
