Reproducible with LO 4.4.0.3, Win 8.1

For me this current behaviour of Close Toolbar seems also not to be intuitive. 
In the case of context sensitive entries one can think of a rationale behind,
but if you take a look at other toolbars like for instance Changes they seem to
behave like VIEW -> TOOLBARS.  Maybe, it would really be good to have a
distinction between close and close permanently as Jay suggested.
