Well if we believe users are using the floating navigator with the contents
hidden, then i guess the two will have to be different.

The mockup states "These are just image labels". :D

Totally agree with you, if there was sufficient space to place it in without
having one row much larger than the second and also i'm keeping the icons on
the right for less used features.
