The main problem is that it should be honoring the link option of images. If a
user inserts the image in a word document in Writer and purposefully sets it as
a linked image, it should not be embedded into the exported html. In the same
way, if an html document with linked images is loaded, it shouldnt embed them
on saving (bug 79730).
