Therefore it is good to have on in the menu Track Changes. And to be more
precise: the one that is related to files with changes tracked :)

Both in, is less bad then both out. But as you indicated yourself, there is
some confusion if one does not know what is does. Splitting over the proper
places, helps. The user sees: Track Changes .. Merge Document. (Hmm could that
be to merge documents with changes tracked??)
After all, the initial idea to move 'Merge Document' was based on
misunderstanding.
