Sorry, simply not seeing this on Windows 7sp1 or Windows 8.1.

Just checked Google Docs, Abiword, Caligra, browser (FF/Chrome) based text
boxes, Office 2013, Office 2010, Office 2007,  builds of LO, builds of AOO. 

And, for <Ctrl>+<Right> movement or <Ctrl>+<Shift>+Right selection **none** of
them "stop" at Paragraph endings, they'll roll right through white space
(newline or paragraph end) to next line or paragraph.

And again <End> moves to or <Shift>+<End> selects to End of current Line.
