Not sure how well the verb-action will work in all menus, as you'd have Insert
before every entry in the insert menu.

View > Comments = View Comments
View > Hide Images has been turned into View > Images and Charts (bug 91783)

I've tried to keep changing the strings down to a minimum and focused primarily
about reorganization based on importance and adding entries not previously
found in the menus.
