This argument is broken. Merge document needs to be applied to two versions of
the same file with changes tracked.

This special example has the potential of making people suspicious on
motivation and rationale.
This very change was first proposed based on improper understanding. After
being pointed to the proper information in the Help (twice), another argument
for the change was given. Again wrong. Then in the mean time others got
convinced based on that wrong argument (and prolly that the workers must not be
blocked to much). The change was reverted. Now again a new argument is found
for that change. And again not a solid
one. I find this rather insulting personally.
