When a word not found in libreoffice's default dictionary, a user can add what
LO considers a mispelt word into a user's custom dictionary, which is found in
<user profile>/wordbook/standard.dic, but this custom dictionary isnt
accessible anywhere within the UI.

So i'd like to suggest a new dialog be created which allows the addition,
editing, deletion, import and export of entries from a user's personal
dictionary. I would suggest that the dialog be accessible from Tools > Language
> Personal Dictionary, listed above More Dictionaries Online.

Maybe while this dialog is being worked on, the menu item could open the
dictionary file in the host OS's default text editor.
