Assume you mean a simple toggle to show or hide the main menu once you have
launched the StartCenter or then a module. 

As distinct from full page mode, <Ctrl>+<Shift>+j, where both main menu and
toolbars are hidden.

It would require a well publicized accelerator be assigned as a toggle, perhaps
also something from the <Ctrl>+<Shift> block?

And, would have to adjust for menu functions on OS X, or other DE that want to
control menus.
