This pre-dates the rework of the color picker, now it is much easier to add
external palettes.

For the moment, we do not want to include this palette as the default, but
happy to add it as an alternate one.  It is enough to add the .soc file to
extras/source/palettes/ and add it to extras/Package_palettes.mk

Wade: Do you think you can create a patch for this, and push it to gerrit?
