Data menu is for doing work on existing data in a sheet

"Clear Cells" was moved to Sheet as it is relate to "Fill Cells" where were
both in Edit.

The "Cell Comment" submenu has 3 entries (hide, show, delete) that have nothing
to do with editing, though moving it to Edit would unify its position with
Writer.

If others think all three are better positioned in Edit, i'll move them there.
