an unpacked layout of the CIE HLC palette SOC

@Christoph,

Before we commit this HLC palette, would you consider adding the blank padding
needed to keep the 36 Color wheel spokes (8 rows of Lightness by 8 columns of
chroma) in their relative positions.

Otherwise packing the SOC into our 12 column picker functionally breaks it.

Can either run the 36 spokes of 8 rows down the left edge. Or can run the odd
spokes 010 030 050... down left, and evens down right 020 040 060... with
reversed order. That is the lowest chroma to the edge, and shift the two blocks
by half so the padded space is reduced.

Clip of the layout attached.
