As this menu item is used to name cells or expressions, it seems to me that
neither "Names Cells" nor "Named Expressions" are suitable. "Names" is
certainly too succinct, but IMHO mention only one of the two options is not
relevant.

That's right (a reference is a subexpression), but difficult to understand for
an ordinary user.
May I suggest: There would be a very simple solution like "Named Cells or
Expressions". It is exhaustive and understandable by all and allowed because
menu entries can be quite long.
