There is no limitation in ODF. In ODF a table has nearly the same properties no
matter whether the table is part of a text document or a spreadsheet. Only the
attributes, which describe the anchor, are different.

When you anchor an image to a cell, it becomes part of the cell in file format.
In a spreadsheet the anchor is described by the attributes
table:end-cell-address, table:end-x and table:end-y.

The ODF has all what is needed to get an image into a cell and stick it to the
cell. But there are problems in the current implementation, especially when the
row or column is resized, or row or columns inserted, removed, hidden or
sorted. You will find a lot of reports with this topic in Bugzilla. It seems,
that clean-up the reports is needed.

Because of the problems in the current implementation, you should discuss
alternatives for the purpose of a catalog on a forum.
