Unfortunately an issue with the packing of these color swatches into our swatch
picker makes this CIE standard palette less useful than it could be.

In CIELAB there are 36 Hues, and in HLC notation each hue can be represented as
an 8 x 8 grid--with saturated colors assigned place holders. With our 12 column
swatch grid in our color picker we loose a lot of the utility of HLC notation
because our picker provides for no sense of the palette's layout. We loose the
structure and the palette becomes just a bunch of swatches strung together to
fill the columns.

You can get a feel for it if you review the PDF of the color fan the CIELAB HLC
[1]. Each of the 36 color Hue has its own chart, and the charts are relative to
each other in sequence. Being able to physically match the fan swatch to a
color choice from our swatch picker would be exceptional for folks needing
process colors. 

Not sure exactly how this could be supported--but adding means to structure our
palette views would be very helpful, either with a "hard coded" palette as
you've provided for LibreColour's HLC, but in general.
