No. As long as it's possible to create a local copy of the palette, you don't.

It also means that basic colours remain the same across installations of the
same product.

The whole reason for the existence of the HLC SOC palette is that people who
*don't* do desktop publishing can safely use these colours in cross-media
workflows without risking glaring discrepancies between the colours in a
presentation and a printed flier (for example). Do you have any idea about the
headaches office files can create for people in design departments, graphics
bureaus or printers when it comes to colour and colour consistency? The HLC SOC
palette enables users to eliminate these headaches and related costs.
