Good idea, in my opinion. 

Scenario
[x] Cell value is <less or equal to 2> apply <yellow highlighting>
[ ] Cell value is <greater or equal to 2> apply <red highlighting>

The checkbox is easy to understand and shouldn't be too difficult to implement.
