OK, its an enhancement... *still* not a bug.

However, discussion/voting on Heiko's survey suggests the action should be
changed for the <Ctrl>+<Up arrow> to position to start of current paragraph --
unless already located there. And only subsequent <Ctrl>+<Up arrow> position to
prior paragraph.  Rather than current behavior of positioning to start of prior
paragraph.

Tomaž do you have time to assign to yourself and take this?
