I'm in favor of WONTFIX because basic direct formatting is expected by most
users (comment 3). Surely we want to educate them we also do not want to become
something like Latex. Last argument pro WF is that with the use case is covered
perfectly by the newly introduced Notebookbar that ultimately should allow an
easy configuration of the toolbar. (The ease is not really done yet.)

While I don't understand the request as moving from direct formatting to an
emphasis character style for bold this idea came in my mind too. The bold
button would be just a quick link to one predefined style. 
Microsoft merges paragraph and character styles, by the way which, is a good
idea. Average users have no clue about the difference, and if the whole
paragraph changes instead of the selection a simple Undo solves it.
