Nice. Button is in Formatting toolbar by default or it can be added via
Customize Toolbar-Add Command-Format-Cell Protection. 

Also mentioned in https://wiki.documentfoundation.org/ReleaseNotes/5.4. as "A
new command and toggle button was added to format object bar to change the
protection status of the cell." I guess "format object bar" refers to
"Formatting toolbar".
