Cannot confirm this issue. I'm on Arch Linux where ephifonts would be the
package for Helvetica Neue. But for some reason the package manager failed, so
I downloaded the ttf directly from
http://www.ephifonts.com/free-helvetica-font-helvetica-neue.html, placed it at
the right folder (/usr/share/fonts/TTF/) and updated the font cache (fc-cache).
Et voliĆ”, Helvetica Neue is listed under fonts in Libreoffice.

So it's likely not our bug if something fails. You should verify that this font
is  installed properly. 
(And the issue is definitely not UX relevant.)
