I have default setting with checked "Save URLs relative to file system".
There's help
https://help.libreoffice.org/6.2/en-US/text/shared/optionen/01010200.html that
indicates relative addressing is possible. 
But I can't get it to work. 

So it looks like there's a bug here, either to make it work or change the
documetnation.
