The generating xml-file is
\user\config\soffice.cfg\modules\swriter\menubar\menubar.xml for Writer, for
example. It is editable, no UI needed. But that should only be done by experts.

I agree with kompilainenn -> WONTFIX. An access via UI is too dangerous for
ordinary users.
