There is an icon "Cell" in the table toolbar to select the cell, where the
cursor is. If you already use the mouse, it is a single click. The associated
command is ".uno:EntireCell". In the customize dialog it is named "Select
Cell". You can assign a short cut key or put it into context menu. Perhaps
something can be predefined?

You need to select a single cell for to apply boarders to a single cell. Word
has the option "cell" in the border dialog, so it has no need for such a
click-select. LibreOffice has the option "cell" only in the background color
dialog.
